
Condé Nast–ranked Boracay and the scenic shores of Cebu are set to be transformed into world‑class boutique integrated‑resort (IR) destinations, with Alliance Global Group Inc. (AGI) and its Travellers International arm spearheading a US $600 million investment—potentially scaling up to US $2 billion over time.
In a July 28, 2025 clarification to the Philippine Stock Exchange, AGI confirmed firm commitments of US $300 million each for two new IR projects: one at Boracay Newcoast and one at Mactan Newtown in Cebu. These developments are part of Travellers’ strategy to establish boutique casino‑resorts that complement AGI’s existing townships.
For Boracay, the IR is to be integrated within the 150‑hectare Boracay Newcoast township, which already features an 18‑hole golf course, over 1 km of private beachfront, and approximately 2,000 hotel keys. Supporting infrastructure includes a newly completed 1,200‑seat convention centre.
In Cebu’s Mactan Newtown—a 30‑hectare mixed‑use township developed by Megaworld—Travellers is building its IR alongside complementary structures such as hotels and the soon‑to‑open 2,500‑seat Mactan Expo Center.
While US $600 million is confirmed, AGI’s filing indicated that collective investments “could hit US $2 billion” as a forward‑looking estimate, depending on longer‑term strategies.
Kevin Andrew L. Tan, AGI President and CEO, underscored AGI’s broader expansion and hospitality ambitions at the Philippine Hotel Connect 2025 conference:
“Before 2028, we will definitely hit 12,000 room keys… which currently hosts Newport World Resorts… [and] plans to invest US $2 billion to expand the company’s integrated resort developments… new projects in Boracay, Aklan and Lapu‑Lapu City, Cebu.”
Tan has emphasized a boutique approach to these resorts—carefully scaled to preserve the character of Boracay and sensitive to its natural environment. The goal is to blend upscale amenities (luxury villas, hotel suites, sustainable design) with local surroundings.
