The Philippine Amusement and Gaming Corporation (PAGCOR) and the National Privacy Commission (NPC) have formalised a collaboration via a Memorandum of Understanding (MOU) to boost data-privacy protections across the Philippine gaming industry. The MOU, signed at PAGCOR’s Pasay City headquarters, signals a joint effort to align PAGCOR’s regulatory framework with NPC’s data-protection mandate.

Under the agreement, the two agencies will work together on policy development, compliance monitoring, capacity building, and creating a coordination committee to oversee implementation. The MOU also aims to develop a government-database of officials and employees who are prohibited from gambling in casinos or gaming establishments — a measure PAGCOR’s Chairman & CEO Alejandro H. Tengco described as part of its responsible-gaming agenda. 

NPC Privacy Commissioner John Henry D. Naga emphasised that the initiative goes beyond legal requirements: “the security of our citizens’ personal data is not just a regulatory requirement, but a defining mark of industry excellence.” The partnership now sets a three-year term (subject to renewal) and highlights how regulated gaming operations are being brought under stronger data-governance architecture in the Philippines.
